I try to generate a 60Hz modeline using http://xtiming.sourceforge.net/ but I
can't get 60. Hz !? I put my monitor specs : 15.1Khz - 16.8 Khz, (arcade
monitor) then for vertical I use 60 - 60 hertz, and when I try to generate a
320x240 modeline, i get a @61 hertz (actually 61.12)
That looks as if it almost matches your needs, though the
hsync is a bit low. The lowest refresh rate mode fitting
those hsync frequencies that gtf will generate for you is:

Did I miss somthing ? Should i export an ENV variable or something ?
