I think it can be implemented in two ways:
* Time based delivery.
* Event based delivery. ( For example as similar in psync, creation
of a file .startdelivery will prompt XMail to start delivery of

You could do this with a couple of simple filters, couldn't you? Something
like this
Filter on list address: @@File @@Rcpt
1. (Re)write the Sender: as a VERP style address
2. Add X-VERP: header with recipient address (according to the list, not
final address)
Filter on Catch-All: @@File
