Thank you for the clarification.
I was interpreting %foo; inside document content as parameter entity, which
was wrong understanding I belive.
So, it solved my querry. Anyway I am attaching the document I have used.

Why don't you simply use a catalog? You can prepare it on-the-fly using
xmlcatalog and then you could also read ${TC
