As @thad-fisch indicated, this is fixed with Xubuntu 14.10.
You can disable light-locker on login for new users (and the guest user) by
removing the auto-start file.
/etc/xdg/autostart/light-locker.desktop

This seems like a bug in ubuntu-release-upgrader. Why does xubuntu-
desktop get reinstalled on upgrade? Is this an intended feature so new
features are not missed on upgrade?
