I suspect you may be right. I see the same iissue with a live usb on the pc
that has the bug. Tried same live usb on my older pc and there was no
issue.

It's weird, I have another pc that I installed Xubuntu 16.04 on via the
network minimal install and it does not have the problem. The pc I have
this problem with I installed via the official iso.
