To reproduce the issue, follow these steps:
1) Create s small instance
2) Resize to a larger instance
3) Create a snapshot image from the resized instance
4) Create an instance from this snapshot image, selecting the smallest flavor
based on the snapshot image’s ‘min_disk’

Metering agent reverses iptable's NAT rules in POSTROUTING chain in
qrouter namespace if starts after l3 agent. The neutron-postrouting-
bottom chain is prior to the neutron-l3-agent-POSTROUTING
chain，resulting in that east-west network traffic has been address
translated.

Currently, when a LBaaS agent goes offline the loadbalancers remain in under
that agent.
In a similar logic to 'allow_automatic_l3agent_failover', the neutron server
should reschedule loadbalancers from dead lbaas agents.
this should be enabled with an option as well, such
agnet_required is deprecated so I am marking this as invalid

when doing suspend with pci device, nova tries to detach the pci device from
libvrit dom.
after calling guest.detach_device nova checks the dom to ensure the detaching
is finished.
if that detach failed (because of using old qemu in my case) the
_detach_pci_devices
