Note that this is with OpenStack Ocata, with the libvirt from zesty
which is version 2.5.0.

During instance evacuation to a new destination node, the InstanceNotFound
exception is seen when check_instance_exists is called during the rebuild.
check_instance_exists is making sure the instance does _not_ exist, with
the intent that an exception
The other thing that I noticed is that the revision_number differs from
the initial version(3) to the latest version(8), isn't another process
doing something in parallel that modifies this object?
