After looking through our current docs, I don't see any place we
specifically talk in depth about l3 agent HA. Therefore if we want to
spend the time with a new agent HA guide (or something) I think that
should come in as a stand alone request.
The config option added as part of this change is
Best I can tell this one is already accounted for and there's nothing
left to do.
The API ref already includes 'direction' for applicable API operations [1].
In addition the qos config guide also includes direction [2].
If there's other doc hits that are unaccounted for, please reopen.

I know the installation guide for Pike is not complete yet but i want to
