During periodic task _heal_instance_info_cache the instance_info_caches
are not updated using instance port_ids taken from neutron, but from
compute host memory.
Sometimes, perhaps because of some race-condition, its possible to lose
some ports from i
neutron-lbaas is now maintained by the octavita team. I forward this to
octavia launchpad but it is now frozen. More recommended way is to file
a bug on octavia storyboard (neutron-lbaas project).

Installed another Xenial and Bionic in vmware to take a deper look.
- Xenial (with backported open-vm-tools): affected
- Bionic (with the interim fix reverted): no hit in several retries,
