I believe this only required changes in swift3 and keystone;
keystonemiddleware just passed everything on to the server. At any rate,
if there's more work to be done, it's Swift's problem now; see

When empty allocations dict is sent in the body of PUT
/allocations/{consumer_uuid} the placement deletes the consumer. This
should be stated in the API ref.

Dear All,
I am having issue uploading Cirros image in qcow2 format, from browser
and CLI.
I was setting up with Openstack Ansible Queens 17.1.0 to meet this
error, and reinstalled into Queens 17.0.7 to find out it's not due to
version.
