We ran into an issue where Ubuntu images would not launch Cloud-Init
when deployed. This started after we added the file:
/etc/nova/release
with the contents:

After issues in control plane during instance creation,
Instance may stay stuck in BUILD state.
Even after deleting them, placement allocation may remain,
and compute host log is complaining that:
