We are deploying openstack victoria using kolla ansible tool into our
baremetal/VM based clusters. After installation, when we creates user heat
stacks from kolla_toolbox, every time we are failed with example error message

I noticed failures of the 2 tests in the Neutron CI multinode job. Both
failures looks similar for me at first glance but if those are different
issues, feel free to open another bug for one of them.
