This happens might because the font size of the table of content on the
sidebar is too large?

How to reproduce this:
In master(pike) horizon,
Go to Admin dashboard and networks panel
Click Create a network, give your network a name, select a project and
unclear "Create Subnet"
Click Create button and you should not be able to proceed.
