keystone/tests/tmp is not included in the sdist tarballs, hence running
sphinx fails with:

[ 27s] os.mkdir(TMPDIR)
[ 27s] OSError: [Errno 2] No such file or directory:
'/home/abuild/rpmbuild/BUILD/keystone-2014.1.dev141.g0fb0dfd/keystone/tests/tmp/29703'
thats because the parent dir (tests/tmp) is missing.
