I follow:

When I run:
  keystone --os-token 487089b7d994017258c2 --os-endpoint 
http://controller:35357/v2.0 user-create --name=admin 
--pass=743b12e76412acb4bdc9 --email=root@localhost
it creates user correctly:

But if I run this command again, I will get:
exceptions must be old-style classes or derived from BaseException, not 
NoneType (HTTP 400)

# rpm -qf /usr/bin/keystone
python-keystoneclient-0.8.0-2.el6.noarch

I would expect more helpful message like:
User already exist.
