Public bug reported:
An instance newly created, cannot access network (in and out); cannot be
sshed into neither can be pinged. Only console works!
Analysis:
-------------
the instance cannot be pinged from the network node, but the network node can
ping the DNS by itself.
[A] Ping from an outside server to the instance:
After listening on to the interface that the instance is associated on
(tap-interface) on that node, we can see that the interface does receive the
packets sent in. but it doesn't transmit the packets from their on to the
instance itself.
Solution:
-------------
"service neutron-openvswitch-agent restart" doesn't resolve the problem and
the instance' network start working, only for sometime, until the bug kicks in.
