  No Policy Profile Provision

  Won't Fix

Bug description:
  When cisco n1kv plugin is enabled, while launching an instance via
  horizon we need to select networking configuration for VM. For this
  config to be successful one should compulsorily provide a policy
  profile from given list that goes along with network profile to create
  a dynamic profile.

  In some instances, it is possible that user might want a plain network
  profile to be attached without any feature policy config as such. In
  that case, we should provide the user with a 'No Policy' option. In
  the background we can create a dummy policy profile without any config
  for this option and use it for creating dynamic profile
