Public bug reported:

Launching a VM on a network with both ipv4 and ipv6. After the VM is
booted successfully, login to it. Issuing ifconfig -a, no IPv6 address
is configured. However, dnsmasq is running properly on the host and
address for the VM has been advertised, which can be found from either
the syslog msg or packet dump. Flushing ip6tables by 'ip6tables -F' and
rebooting the VM, ipv6 address can be seen configured in the vm.
