The problem can be reproduced following this steps: 1. Create one bootable volume from an image. 2. Create one instance with this volume. 3. Create an image from this instance. 4. Share the image to other tenants, like tenant B. 5. Create a new instance from this shared image by tenant B. 6. One error("failed to get snapshot") will be raised.
