Think of this may make sense for attach interface with empty dict if
neutron only have one network.

Bug description:
Currently attach interface API accept empty dict, then nova-compute
will try to find all the existed neutron network.
This should be fixed to refuse accept empty dict. And this is only fix
for v3 API. Because we can't change v2 API for back-compatibility.
