cloud-init-0.7.4-2.el6.noarch requires rsyslog rather than the general
service syslog

Bug description:
When installing the cloud-init-0.7.4-2.el6.noarch package, the
dependency on rsyslog prevents our install.
We replace rsyslog with syslog-ng and the rest of the OS does not have
a problem because all of the OS package require "syslog" rather than
the specific "rsyslog" package.
All of the syslog package (logd, rsyslog, syslog-ng) all "provide"
syslog so any one of them will work.
The cloud-init-0.7.4-2.el6.noarch should only require "syslog"
