Public bug reported:
When using the nova proxy to neutron and a floating IP is attached, nova
does not report the server ID for the floating IP:
[root@cos-st-bigsky ~(keystone_admin)]# nova floating-ip-list

However, the neutron API does report the server ID. Also, curiously,
the correct fixed IP for the server is reported.
