Steps to reproduce:
1. Create a volume in Project -> Compute -> Volumes
2. Select "Create Transfer" in the table dropdown for the Volume you created
3. Click "Create Volume Transfer" in the modal window
4. Click "Submit" on the "Volume Transfer Details" window
