CalculateDelta should use vip.subnet_id and not network_id

Bug description:
Function "CalculateDelta" in network_tasks.py uses vip.network_id
(line 75) and should use vip.subnet_id
This change is due to changes from
Ie2876ce8c93bfb5cce8ee8606028ec91fb6c1db4.
update code for desired_network_ids::
desired_network_ids = {CONF.controller_worker.amp_network,
self.network_driver.get_network(
subnet_id=loadbalancer.vip.subnet_id).id
Without that change the Octavia worker is unable to finish the
"get_create_member_flow" flow
