there is a bug in post script of openstack-horizon.spec :

%post -n openstack-dashboard
# ugly hack to set a unique SECRET_KEY
sed -i "/^from horizon.utils import secret_key$/d"
/etc/openstack-dashboard/local_settings
sed -i "/^SECRET_KEY.*$/{N;s/^.*$/SECRET_KEY='`openssl rand -hex 10`'/}"
/etc/openstack-dashboard/local_settings

When upgrading dashboard rpm, SECRET_KEY in /etc/openstack-
dashboard/local_settings will be updated, and it will be swallow a line
of the config file at the same time. so after upgrding openstack-
dashboard for twelve times, the line of "CACHES = {" will be deleted,
and the bug happened.

** Affects: horizon
     Importance: Undecided
