API side filtering has been implemented on all panels where the API supports such capability.

Status in OpenStack Dashboard (Horizon): Fix Released Bug description: Horizon's search filter under Identity > Projects seems to only search the records displayed on screen (20 by default I believe). I don't imagine this is a major pain point for clouds with a small number of tenants, but specifically for an admin user on a cloud with 1000+ tenants this quickly becomes a worthless filter. If an admin user needs to find a project in that scenario it seems intuitive that they would use the search box to search for the name or UUID and get a matching result. Currently the dashboard will only return a match if the project is already on the screen, which makes the search pointless. I understand that the pagination value can be changed and one could theoretically set the default of values to 2000 if they wished, but if that's the solution, why have the search filter? Ideally the search field would search across all available projects and return matches even if they are not currently presented on screen.
