Sorry, this is not a bug, but rather a new feature you're going to add
for when an admin provides a destination host to the live-migrate
command.

To be clear, the live-migrate command doesn't require a destination to
be provided, and then calls the scheduler (which will do what you ask).
That's only if an operator wants to force a destination to a specific
host that the scheduler won't be called.

Title:
  LiveMigration should check whether the destination has enough vcpus

Status in OpenStack Compute (nova):
  Invalid

Bug description:
  When the live migration, currently we would check whether the destination 
host has enough memory,but would not check whether the destination host has 
enough vcpus.
  This may lead to excessive VMs are migrated to a host, at the same time it 
leads to performance degradation of a VM in that host(such as io/vnc).
