Fix regression in validate_uuid_list()
Change https://review.openstack.org/358088 broke validate_uuid_list()
by not including the valid_values parameter.

Bug description:
Change https://review.openstack.org/358088 broke validate_uuid_list()
Validators are always called with a valid_values argument [1] even though it
may not be used:
https://github.com/openstack/neutron/blob/9.0.0.0b3/neutron/api/v2/attributes.py#L431
The flavors extension was broken by this since it uses uuid_list for the
service_profiles attribute:
