There definitely could be enhancements to the recovery mode when things
start up again, but this is more than a simple bug, and probably needs a
spec to work through all the edge conditions here.

  During rebuild/spawn instance stopped compute, the instances set
  error_state

Status in OpenStack Compute (nova):
  Opinion

Bug description:
  Error cases:
  1) If we create any new instance and stop nova while spawn, then the nova 
compute at start set this instance to error state. 
  2) If we start rebuild any instance and stop nova while not rebuilt, then the 
nova compute at start set this instance to error state.

  We should start again (or resume) the interrupted process at nova
  start instead of set to error state the related instances.
