stabilize test_create_delete_server functional test
The TestInstanceNotificationSample#test_create_delete_server functional
test is unstable due to a race between the instance is disappering from
the REST API after a successfull delete and the emission of
instance.delete.end notification. This patch adds a wait for the
delete.end notification to make the test stable.
