"Unable to retrieve list of volumes." and "Unable to retrieve volume

Bug description:
Horizon 14.0.0
When i try to create instance or volume in Horizon as regular user i
get follow errors: "Unable to retrieve list of volumes." and "Unable
to retrieve volume snapshots." Under admin user everything is fine.

In responce this - "Invalid filters bootable,status are found in query
options. (HTTP 400)" and Invalid filters status are found in query
options. (HTTP 400)"
