  Linux, Ubuntu, 18.04, X36CI, NB13, Mobile Broadband is unavailable
  after insert China Telecom.(FR:100%)

  Description:
  Boot to BIOS and choose "Bus Mode USB" under Wireless item, Insert China 
Telecom and find Mobile Broadband is unavailable.

  Expected Behavior:
  Mobile Broadband should be available after insert China Telecom.

  2. BIOS: 0.4.1
  3. OS: CI Ubuntu 18.04

  Note:
  1. VP on North Bay13 WWAN SKU(SKU7, SKU11)
  2. VNP on China Mobile
  3. VNP on China Unicom

  Test case:
  [CSV-TC-5011][WIS-TC-4403] Linux_WWAN - Basic Functionality Test. Step1

  Steps to Reproduce:
  1. Boot to BIOS setup and choose "Bus Mode USB" under Wireless item.
  2. Insert China Telecom and boot to OS.
  3. Open setting and click "Network" option.
  4. Find Mobile Broadband is show "unavailable".--->Problem(refer to PIC)
  5. Click "Mobile Broadband setting" and set 'Country or region' : 
China-->'Next' -->"I can't find my provider and I wish to enter it manually": 
China Telecom --> Select plan APN: CTNET-->Next-->Apply.
  6. Find Mobile Broadband still show "Unavailable".-->Problem
