Steps to reproduce the issue:
- create new security group
- delete default rules
When no rule is inserted, Horizon will displaying error when trying to
list security groups. Error in apache:

Due to a mistake in the SDK patches, the wait_for_active loop tries to
check a random node instead of the target node. While it works fine in
the default job with only one node at all, it fails in the multinode
grenade.

In rocky, FWaaS v2 fails to add the correct ip6tables rules for ICMPv6.
Steps to reproduce:
* Create rule with Protocol ICMP, IP version 6 in horizon
* Add the rule to a policy, and make sure the firewall group with that policy
is attached to a port
* Login to the neutron
