We are occasionally seeing MaxRetriesExceeded causing an "Exception
during message handling" error. This prevents the database from setting
the instance into error'd state and causes it to get stuck scheduling.

To work around this problem, you'll need to configure ds-identify[0] to
change its defaults. You should be able to do this by creating a file
named /etc/cloud/ds-identify.cfg and putting this in there:

Cloud init from the bionic-cloud images it's not working correctly. I'm
launching instances with ubuntu-bionic 18.04 cloud and the following

attaching ports to a trunk. The result of the operation on the API is
