You're right, I misread the history.
I've been fighting other bugs, but I'm now up to confirming that
external_network_bridge= does work for the scenario rob had in mind.
I'll leave this invalid for now and re-open if anything comes up.

neutron-openvswitch-agent does not recreate flows after
I've been able to track down what I believe is the root problem.
If ovsdb-server (run by the openvswitch-switch service) restarts, the
neutron-openvswitch-agent loses its connection and needs to be manually
restarted in order to reconnect.
Causes of this bug I've seen have included ovsdb-server
