With this patch that was recently merged to Cinder [1], the user can now
specify the visibility and protected status of images when uploading
from volume. These options should be added to volume upload to image
similar to how they exist with regular image creation.

When running some tests wound up with 1000 VMs listed in instances all
in the Error state, and wanted to delete them all. However, it's only
possible to delete one page of Vms at a time, and there are about 20 Vms
per page, which would mean that doing this via Horizon would
