I think this issue should be considered for keystone instead of OSC.
OSC does not validates names but keystone should validate names.

When running keystone command to authenticate from cinderclient,
keystone reports 500 internal server error.

This issue does not seem exist in cinder. Proper 400 error is shown on
terminal for xml bad requests
