Remove v3 and plugins from nova code tree

Bug description:
As we already released the V2.1 API, but all the V2.1 API code still
under a old directory (nova/api/openstack/compute/plugins/v3) with
'v3' word. The 'v3' isn't existed anymore, we plan to remove it in the
Liberty.
