Error cases:
1) If we create any new instance and stop nova while spawn, then the nova 
compute at start set this instance to error state. 
2) If we start rebuild any instance and stop nova while not rebuilt, then the 
nova compute at start set this instance to error state.

We should start again (or resume) the interrupted process at nova start
instead of set to error state the related instances.
