Interface.create notification sent before vnic is created.

Bug description:
Hi there,
When I add a router-interface to a router, I will receive a
router.interface.create notification from OpenStack, but actually, the
vnic has not been created yet. Which means the notification is sent
too early. It should be sent after the vnic has been created.
