The firewall should be configured more navigate or time sensitive. For
many company, in the day time, they may not allow their employers to
access internet or use some "bad" softwares, but in the night, they may
not set the limitation. This is very useful for manager to control data
flowes all day.

For this goal, we need a attribute in firewall_rule, it called
"time/period".

It may like:

name              type       CRUD       default
time/period     uuid-str      CR          N/A


This may need a period process to do this work. And need an new API to query 
the time of the rule work, set the period.
