Dynamic routing: Docs for speaker scheduling are incorrect

Bug description:
According to https://docs.openstack.org/neutron-dynamic-
routing/latest/contributor/testing.html no automatic scheduling of BGP
speakers to dynamic routing agents is happening. However at least of
Pike this is no longer true: The first speaker that is being created
is automatically scheduled to the first available agent.
