This is inconsistent with the current implementation which matches the api-wg spec[0] for tags. Currently it states that the response will be an array of tags when adding a single tag to a project. However this does not match the current implementation in keystone as well as the API-WG spec for tags[1]. Fix will be to remove the parameters from the response since it returns no body and a 201.
