Title:
  Bionic package_upgrade integration tests fail on htop

Status in cloud-init:
  Fix Released

Bug description:
  Integration tests (cloud_test) on bionic because bionic images contain
  htop package already and the package_update_upgrade_install
  integration  test is a bit brittle and only tries matching the
  specific 'Setting up htop' in cloud-init-output.log which now reports.

  "htop is already the newest version"
