Jay points out, justly, at
https://review.openstack.org/#/c/365633/5/nova/api/openstack/placement/handlers/inventory.py
that the conflation of two functions in one function is meh so it
would be better to disaggregate them sooner than later to avoid
repeating the wrong pattern later.
