*AbstractYarnScheduler#moveAllApps* and
*AbstractYarnScheduler#killAllAppsInQueue* had the same code segment. So I
think we need a method to handle it named
*AbstractYarnScheduler#getValidQueues*. Apart from this we need add the doc
comment to expound why exists?
