Thats right. I found other exceptions too that are probably not visible right 
now to apps. e.g. InvalidResourceRequestException, 
InvalidResourceBlacklistRequestException etc. Opened YARN-912 to track this. 
[~mayank_bansal] I have tentatively assigned this to you as a follow up to this 
comment. Would be great if you could move these and other user facing 
exceptions in YARN-912. Hopefully, it will be a simple eclipse refactor and we 
can get this in fast.

On further analysis it looks like allocate call is used to reboot the AM for 
being out-of-sync with RM.
And if allocate is called then that request should have AM and hence the test

The TestRMRestart should not fail because of this fix. Is it actually failing 
or you think it will fail? The allocate call you mention is simulating the old 
AM continuing to contact the RM after the RM has restarted and being told by 
the RM to reboot. That is the correct operation. The assert in the test 
verifies that reboot is being sent.

The test is failing because of hitting an NPE in the hasApplication() code 
added in the patch. Why dont we remove that function. I dont think its 
required. Initializing responseId to -1 in registerNewApp() and setting it to 0 
in registerApplication() should be enough.

The RM already verifies that the app attempt is valid. This is done via the 
responseMap that sounds similar to the map you propose. This map gets populated 
when the attempt is created and so the RM ApplicationMasterService is informed 
that the new app attempt is the official one. Look at 
ApplicationMasterService.registerAppAttempt().
Given the current state of the code, the simplest solution would be to set the 
responseId in ApplicationMasterService.registerAppAttempt() to Integer.MIN (-ve 
number). And then in registerApplicationMaster, set the responseId of 
lastResponse to 0 because after that the application can start issuing allocate 
request. If the app does allocate before register then the existing checks in 
allocate() will fail and we will be safe.
Would be great to add a test for this basic functionality.
