I think its better we document for now rather changing behavior. For more data 
(such as pending), we can add new query param if needed and that could be done 
as improvement.

Check YARN-807: it changed the implementation from what I described in point 2 
to reading the applications from the scheduler for performance reasons. Based 
on this, I think option 1 (updating the documentation) is the right thing to do.

I feel like 2 is the right solution because you can also pass `states` as a 
parameter and include NEW, NEW_SAVING, SUBMITTED, ACCEPTED, and RUNNING.  1 is 
the easiest to do.  Don't see any value with doing 3.

It's kind of logical, that if you define the _queue_ parameter you wish to see 
the applications actually in the queue. As I see it, there might be several 
possible solutions:
# Update the documentation to something like this: "queue - applications that 
are currently in this queue"
# Return all the applications that were submitted to that queue 
# Introduce another query parameter that returns all the applications that were 
submitted to a queue

Any thoughts?
