Fair scheduler already supports moving a single application from one queue to another. Support for the same is being added to Capacity Scheduler as part of YARN-2378 and YARN-2248. So with the addition of this method, we can transparently add support for moving all applications from source queue to target queue and draining a queue, i.e. killing all applications in a queue as proposed by YARN-2389 (was: This is a parallel JIRA to YARN-2378.
