I'm missing it too. systemd RDEPENDS on volatile-binds which creates
ln -s /dev/null ${D}${sysconfdir}/tmpfiles.d/etc.conf
so /usr/lib/tmpfiles.d/etc.conf is ignored. I'm not sure where the link
should be created.
